About the Sentinel Project

The ARORP Sentinel Project is designed to be an early warning system to detect dangerous and deadly substances in Arkansas’ cities and counties’ drug supplies. In this project, ARORP will create partnerships with organizations that serve on the frontlines of the fight against opioids: school districts, college campuses, and state and local law enforcement agencies.

Selected partners will receive and utilize TruNarc Handheld Analyzers to conduct field-based presumptive exams of suspected narcotics, precursors, and cutting agents. Each partner will be mandated to report data to the Arkansas State Drug Director. With that data, the State Drug Director’s Office will publish a quarterly report regarding findings. Through this report, Arkansas cities and counties can begin to receive region-specific data informing the status of opioids and other dangerous substances in their communities.

Who is eligible for the Sentinel Project?

1.) School districts with School Resource Officers or demonstrated partnerships with their local law enforcement agencies.
2.) Colleges with campus police agencies or demonstrated partnerships with their local law enforcement agencies.
3.) Drug Task Forces, City or County Law Enforcement, to include county jails.

What are the requirements for the Sentinel Project?

1.) Receive a Thermo Scientific, ARORP-owned TruNarc device, operational training information, and project milestones through ARORP.
2.) Enter a Memorandum of Understanding statement with ARORP.
3.) Maintain responsibility for loss or damage.
4.) Complete training through Thermo Scientific (Provided).
5.) Complete timely updates to the device (Provided) and be responsible for all device supplies when needed.
6.) Download their monthly use report and provide it to the Arkansas State Drug Director at OD.watchbox@ASP.arkansas.gov, by the first day of each month.
7.) Report new or alarming substances identified within three days of test results to the Arkansas State Drug Director by any communication for expediency.
8.) Turn over all controlled substances to their local law enforcement agencies immediately without fail.
9.) Ensure that all substances are tested and documented in accordance with the agency’s evidence and testing policies.
10.) Share the device with any organization within your jurisdiction or county such as school districts, law enforcement, or county jails when requested.
11.) Return the device to ARORP upon request for any reason, including noncompliance of the mandatory requirements.

What is the selection process for the Sentinel Project?

1.) Project selection will be conducted by the ARORP team.
2.) Geographical considerations will apply to get broad project coverage.
3.) Once selected, the ARORP team will notify the selected recipient as well as the Arkansas State Drug Director.
4.) ARORP will map recipient locations and contact information.

Is there a deadline for the Sentinel Project?

There is not a deadline for the Sentinel Project.

What happens if your application was funded and you cannot finish the proposed project?

If you do not meet your proposed goals and objectives, the device will be recouped by ARORP.

How do you ask the mayor or county judge for a signature?

Because ARORP settlement funds are owned by Arkansas cities and counties, you will need the mayor(s) and county judge(s) in your jurisdiction to sign off on your proposal. When approaching your mayor(s) or judge(s), we recommend that you request a meeting to provide a brief overview of your proposed project. Be respectful of your city and county leadership.
